Abstract
Lack of consensus among those involved in the profession as employers, trainers, or employees is highlighted as a major problem of human resources in this field. Consensus regarding the cognitive and skills contents matched against actual demands based on hard facts is suggested as a major solution to the problems, be it at the level of acquisition, utilization or retention of human resources.
