Item Binti Leo: Women in the Arts in Tanzania(James Currey, 2015) Shule, VicensiaBinti Leo (literally Today’s Young Lady) is an association of women in the arts in Tanzania established in 2005. Binti Leo’s main objectives were to identify women in the arts, improve their lives, and advocate for their rights. From its establishment, the association has executed its activities independently or in association with the other like minded organizations. Members have performed in various places in Tanzania, across the continent and abroad. Regardless of a decade of existence, the association, it has not been able to fulfill its goals and objectives. This paper draws on personal experiences and shared views by some members of Binti Leo and interrogates the successes, failures and challenges that the organization faces for its survival in the neoliberal market. The analysis shows that participation in the arts is something which women like and enjoy. Poverty at family level and lack of funds to implement some of the Binti Leo’s projects have been identified as the major challenges to further progress.Item Filamu za Kiswahili nchini Tanzania: Athari za ‘Kauli’ za Wasambazaji-Wauzaji kwa Wasanii na Jamii(Taasisi ya Taaluma za Kiswahili, 2014) Shule, VicensiaBaadhi ya tafiti zilizofanyika katika tasnia ya filamu za video (filamu) za Kiswahili nchini Tanzania zimeonesha kuwa kuna uhusiano wa moja kwa moja kati ya utayarishaji filamu na uuzaji wake. Uhusiano huo ni ule unaoonesha jinsi mchakato wa utayarishaji filamu unavyoweza kuathiri ubora wa filamu, hususan ukosefu wa elimu na taaluma ya filamu kwa wasanii. Pamoja na hayo, tafiti hizo hazikuweza kuweka bayana namna usambazaji unavyoweza kuathiri ubora wa filamu. Makala haya yanalenga kujenga hoja kuwa ubora wa filamu Tanzania ni suala linalochangamana zaidi na mfumo wa usambazaji na uuzaji wa filamu kuliko utayarishaji. Lengo hasa ni kuonesha jinsi ambavyo ubora wa filamu za Tanzania unavyopangwa na wasambazaji-wauzaji na siyo warudufishaji-wasambazaji au wasanii-watayarishaji kama inavyoonekana katika tafiti zilizotangulia. Kauli mbalimbali za wadau hao ndizo ambazo tunazichanganua katika makala haya.Item Foreign Aid: 1900 to Present: Africa(SAGE Publications, Inc., 2012) Shule, VicensiaItem Mwalimu Nyerere: the artist(Pambazuka Press, 2010) Shule, VicensiaItem Positioning Kiswahili Video-Films as a Pedagogical Institution(Leeds, 2013) Shule, VicensiaThe Tanzanian video-film industry emerged as a result of technological advancement and the adoption of a free market economy policy as part of the neoliberal reforms of the late 1990s. These video-films, mostly produced for commercial consumption by self-taught film producers, do not necessarily conform to ‘professional standards’ in terms of the form or content compared to either ‘African’ or Euro-American cinema films. This paper is about the role of Kiswahili video-films in entertaining, educating, and discussing various issues in the communities in which they are produced. The main argument is that video-films are a product of a certain community addressing its socio-political and economic needs. Although produced for commercial purposes, these films play a significant pedagogical role. This paper argues that despite some technical shortcomings, video-films are a significant genre in their own right, produced by and for the ‘lower class’ communities that consume them, and which do not necessarily aspire to replicate either other African cinema films or Euro-American film standards.Item Reading Beyond Statistics: The Contribution of Video-Film Industry in the Tanzanian Economy(2014) Shule, VicensiaThis paper identifies and analyses the contributions of the video film industry in the Tanzanian economy beyond provided statistics. It highlights the challenges one could encounter in obtaining data which represent 'actual' and 'direct' contribution of the industry to the national economy. The paper also assesses the need for and the possible processes to be involved in formalizing the industry so that it contributes effectively and efficiently to the national economy. Affixing the video film DVDs/VCDs with tax stamps is argued to be one of the strategies to formalize the industry as well as to minimize piracy. This paper therefore suggests the documentation of both social and political contributions so as to demonstrate the development of the industry and its contribution to the national economy.Item Sanaa kwa Maendeleo Tanzania: Kati ya Kujiweza na Kuwezwa(Swahili Forum, 2014) Shule, VicensiaTheatre for Development (TfD) is a process whereby the community uses theatre, especially African traditional theatre forms, to address their development issues. In Tanzania, TfD came as a result of many factors; poor communication approaches used by the state in addressing development in the late 1970s, the economic crisis of the 1970s, the implementation of IMF and World Bank pressure to adopt Structural Adjustment Programs (SAPs) among others. Liberal policies imposed mostly from Euro-America proposed non-governmental organizations (NGOs) to replace the state in addressing development, as they were perceived to be more democratic and less authoritative. Most of the supported activities of NGOs became those linked to development or that are in the position to bring about development in the fields of health, sanitation, education, gender, and democracy. Therefore, even theatre that was supported by donors was linked to or addressed ‘development’. In most cases, funding institutions have their own objectives, missions, and goals to fulfil. This paper tries to question the role of TfD in present Tanzania. Some of these encounters hinder their ability to excel in academic life. Knowing the need to empower children at younger age, in 1996, Department of Fine and Performing Arts of the University of Dar es Salaam embarked on Tuseme (let’s speak out) project to empower girls in secondary schools using theatre. Prior, a project on children theatre targeted pupils in primary schools from 1991 proved that theatre plays a crucial role in the development of child’s mental, social, physical and psychological life. Using Tuseme theatre process girls are exposed to transformative and performative processes which empowers them to reveal and overcome problems which hinder their academic and social development. Its successful approach makes Tuseme one of the crucial interventions carried to address the constraints which face children in acquiring education not only in Tanzania but also in other countries in AfricaItem Video-film Production and Distribution in Tanzania: Copyright Infringement and Piracy(2014) Shule, VicensiaRegardless of the enforcement of the Copyright and Neighbouring Rights Act, Cap.218 R.E 2002 (i.e. the Copyright Act), Tanzania remains one of the “notorious” countries known for copyright infringement and piracy. In video-films, piracy comes in various forms such as illegal sales and counterfeit production. Piracy affects both locally made video-films and imported ones mostly in Digital Video Discs (DVDs) and Video Compact Discs (VCDs). Poor production and distribution contracts as well as infringement of moral and commercial rights of most filmmakers are the key challenges. This article sets to examine the enforcement of the Copyright Act in Tanzania. It focuses mainly on infringement and piracy in both video-film production and distribution. I argue that regardless of the existing laws and regulations, copyright infringement and piracy are leading challenges to the video-film environment in the country. I suggest legal reforms to the Copyright Act in order to accommodate technological advancement and complexities in video-film production and distribution.Item When will Violence against Women End?
