    Collection Development in th Information Age: a Case of Developing countries

    Academic libraries in Third World Countries are in the midst of a transition. They are still expected to acquire the printed word, while simultaneously seeking out electronic sources- a mid that is far from mature. This paper argues that universities and their libraries need to carefully assess the complex issue of just - in - case versus just - in - time; and in the process determine the level of funding needed to support the mission of the institution.

    Coping with Change in Academic Library: the Case of the University of Dar es Salaam Library, Tanzania

    This article examine the re-organization of the University of Dar es Salaam library. It argues that re-organization was not motivated by a performance crisis per se, it did originate from among other things, the need to automate the manual system to meet the need of the changing organizational role and a growing clientele. The decision was taken by top library management. The wisdom inherent in the library staff was less recognized and appreciated. Argues also that reorganization ought to have taken in the first place change in the organizational structure. A user oriented and a team approach was required. One radical area which could determine the organization and delivery of services is partnership, that is, promoting higher level of cooperation and collaboration both internally and externally. It concludes that the library must became a learning, listening, and an acting organization.

    From Libraries to Community Inforamtion Recources centres (CIRCS)? Rationale and Implications for the Provision of Information to Communities in Tanzania

    The failure of the public library model to cate5r for the increasing information needs of the Tanzania communities necessitates an exploration for the alternative information delivery system/model that is likely to take on board even those of large rural-based Tanzania community. This paper is ther5efore a critical examination of how the public library model in Tanzania has been ope rationalizing and its effectiveness in satisfying the information needs of the Tanzanian community. The basic enlargement is that given the 'alien' nature of library model, it is still not suitable to Tanzanian's social and economic environment basing on the fact that because the majority of Tanzanian community is rural-based, the 'library model' was equally required to reorient its information services to where the majority of the people live. While examining these issues, an alternative model capable of reorienting its information services to the majority of Tanzanians is also proposed.

    Information and Communication Technologies and the University of Dar es Salaam Library: some Logistical and Managerial Challenges

    This paper discusses various logistical and managerial challenges facing the University of Dar es Salaam Library: These include: training of users staff in ICT use, funding, copyright and ownership of information licensing and leadership. The biggest Information Communication Technology (ICT) challenge facing the library is not only technical but also managerial. Finding solutions to these complex challenges requires flexibility and not rigidity. This paper also discusses the importance of leadership and interpersonal communication in promoting change. It is contended in this paper that leadership and communication skills are crucial and that every effort should be made to promote effective interpersonal communication, effective leadership, teamwork and a conductive work, environment and positive attitudes.

    Information and Communication Technology (ICT) and Online Information Retrieval at the University of Dar es Salaam Library, Tanzania.

    For some years the written words has been a sole means of providing information to academic community at the University of Dar es Salaam. The University Library, the largest academic library in Tanzania is well stocked with books some dating as far back as 1950s. However, with the introduction of Information Technology in the provision of information, the community gradually move from a book-dependent one to a community that uses Information and Communication Technology to provide information to the members. The University library boasts to have a well-wires Reference Department that enable library users to access vast sources of information by using the Internet, CD-ROM, data bases and Telnet. Despite this promising endeavour, many students seems not to realize the potential that ICT can offer in solving the acute shortage of books facing the University. Instead they use the facility mainly for correspondence by using web-based e-mail facility. This study set out to find out why ICT is not much used to solve problems of shortage of books.

    Managing Conflict in Academic Libraries

    Conflict is not a new word in management, sociology, political science and psychology. This paper argues that apparently there is to be silence on the part of librarians on this issue. It remark that conflicts are essential because if they caused, stagnation would set in. Therefore conflict should not be suppressed. It also argues that the ability to manage conflicts and disagreement is one of the most vital skills of leadership. Leadership must be seen in relation to a service, and a library manager must be chosen primarily for his/her demonstrated managerial competence and leadership. An alternative model of Library management derived from the academic department model of shared governance is being proposed. It emphasizes shared leadership responsibilities and decision making, and a relatively non-hierarchical management structure which places emphasis on process and communication rather than authority and structure. The paper finally emphasizes that conflict management should not be taken for granted. It has to be part of formal training in librarianship/information profession. This is because conflicts have implication for all parts of the academy: staff, faculty, academic administrators and Library staff themselves who are supposed to be larders in the adoption of new information technology in teaching and learning. But requires new thinking.

    Understanding Information Literacy

    There is a growing concern that users cannot retrieve and evaluate information that will be required for problem solving and decision making, that is, they are not information literate. This paper examines the way information literacy should be understood. Alternative models which can be applied are introduced. It also outlines what an information literacy curriculum should entail. A number of resources to support the program are suggested. The paper concludes that the information literacy question is a complex one.

    User needs in Tanzania's Academic Institutions

    This paper examines user needs in academic institutions in Tanzania and how they are being satisfied. It notes that no user needs surveys has ever been conducted in academic institutions in Tanzania and argues that user needs are of various types e.g. graduate students, undergraduate students researchers, administrator, individual and others. I give some practical steps in identify the needs of your client, the documentation and information service that you would provide to satisfy those needs will initiate action and bring about changes in clients, their outlook and in the organization as a whole The paper concludes that user surveys should inform the library's policies and planning.

    'User-Library Staff Cooperation in the Context of the Reorganization of the University of Dar es Salaam, Tanzania. '

    The mission and vision of the University of Dar es Salaam Library is to support the mission of the University as a central of excellence in knowledge and human capacity building and also the need of other researches, thought the provision of relevant and timely information (University of Dar es Salaam: 2000). The twenty first century academic library is an institution facing many challenges both from within and from without. Change is everywhere and constant. These libraries are facing additional pressure from dwindling book budgets and information explosion which is produced at an alarming speed. Whether the University of Dar es Salaam Library reorganization meets this challenge, is a moot question. This presentation will examine the cooperation between users and library staff in the context of the reorganization of the Library. Users in our context are: students, teaching staff, researches, administrator and government officials.
