Item Entrepreneurial opportunities: A roadmap for diversifying financial sources in libraries, Tanzania(SAGE Pub, 2019) Mayombya, Julither Edward; Mwantimwa, Kelefa; Ndenje-Sichalwe, EstherDwindling of operating budgets is one of the longstanding problems libraries of different kinds and sizes face. This study has examined entrepreneurial opportunities and ventures available at Muhimbili University of Health and Allied Sciences (MUHAS) and Tanzania Library Services Board (TLSB) libraries in Tanzania. The study employed both qualitative and quantitative approaches to data collection and analysis. Apart from key informant interviews and observations, primary data were collected from 55 library staff using self-administered questionnaires. The study discloses that entrepreneurship opportunities were insignificantly harnessed to diversify financial sources at these libraries. The findings further inform that donors and the government remain the principal sources of income for these libraries. On the basis of the findings, the study recommends that libraries should formulate and implement strategic plans that will guide entrepreneurship projects. Also, as a way to create entrepreneurship readiness, capacity building among library staff has been recommended.Item Information Needs of Women in Small Scale Businesses in Tanzania: A Case Study of Dar es Salaam Region(2004) Ndenje-Sichalwe, EstherThis paper examines information needs, information seeking behavior of small scale business women in Tanzania and sources of information they use, problems encountered in accessing information and training needs. The study was carried out in Kinondoni District, Dar es Salaam Region. The findings revealed that lack of access to information is one among several problems small scale women entrepreneurs face when trying to develop their businesses. It revealed that although women need access to information on business skills, business opportunities, market and technology, such information is inaccessible to them.Item Managing Records as a Strategic Resource in the Government Ministries of Tanzania(SAGE Publications, 2011) Ndenje-Sichalwe, Esther; Ngulube, Patrick; Stilwell, ChristineIn Tanzania, the Records and Archives Management Act of 2002 established the Records and Archives Management Department (RAMD) to provide for the proper administration and better management of public records and archives throughout their life cycle. This article is based on findings from an ongoing study of the government ministries of Tanzania which examines the current state of records management practices in fostering accountability in the implementation of the Public Service Reform Programme (PSRP) in Tanzania. A total of 120 registry personnel, 24 senior ministerial officials and National Archives personnel were involved in the study. The study established that although the introduction of the PSRP had resulted in some efforts in reforming the records management practices in the government ministries, records in the government ministries were not managed a strategic resource. The findings of the study revealed that current records management practices in the government ministries were accorded low priority. The absence of specific budgets allocated to registry sections, lack of support from senior officers, lack of records management policies and low levels of training for registry personnel were among the records management problems in the government ministries. Further, records surveys were conducted irregularly and the majority of government registries lacked records retention and disposition schedules which led to the congestion of records which were also disorganized and poorly managed. In order to manage records as a strategic resource, the article recommends the restructuring of existing records management systems.Item Records Management and Access to Information: Key to Fostering Accountability, Good Governance and Protection of Human Rights in Tanzania(2009) Ndenje-Sichalwe, Esther; Ngulube, PatrickThis article discusses the role of records in fostering accountability, good governance and the protection of human rights. The article addresses the inter-relationships between recordkeeping, accountability, good governance and the protection of human rights. It explores the issues of access to information contained in records and its role in the protection of human rights. The article also underscores the role of records management in the implementation of public service reform programmes in Tanzania and the role of the National Archives of Tanzania in promoting public accountability. The article noted that the absence of a records management policy and an access to information law in Tanzania has affected the records management practices and access to information. The article also established that due to lack of an access to information law, Tanzanian government ministries, and departments do not feel legally obliged to give citizens access to the vital information they hold.
